lady at the counter advised me to draft a letter in Hindi (since it is Central Government and the PRO himself is a Hindi speaking person).

Upon receipt of the letter, the PRO will scrutinize it and will call for a PERSONAL INTERACTION On the Spot. Upon successful completion of interaction, he will issue a permit. Upon issuing a permit, either he himself or he will depute someone to accompany me during the photography session.
