"PQWL is a small quota for remote or roadside stations for long journey. PQWL will have improve in status if other PQWL holders in front of you cancels.
Say yours is PQWL 3, and other passenger holds a ticket for PQWL 1, 2 then if he cancels his ticket then your PQWL status is upgraded to PQWL 1. And if their are any cancellations of other passengers in PQ quota. Then you fall under PQ (pooled Quota) from PQWL.

status change is not as rapid as GNWL (General Wait List) because only small quota is given for PQ and only less amount of passengers book that ticket and their are also less chances for these passengers to cancel their ticket unlike GNWL passengers.
So PQWL status change is less frequent.
It is not that after GNWL completes then PQWL are considered for up-gradation.
Both are distinct quotas."
