Sometimes when the st. have very small quota, after the max. availabiluty status gets exhausted, it goes to Regret.
Now say der r max 10 seats in the quota limit.
9 gets booked and then someone tries to book 2 tickets. the booking status wud go to Regret/WL1. Now say 2 people cancels their confirmed berth within that quota. So the booking status wud b available 1.

Now say I go and book 3 tickets. So the booking status wud then rise to Regret/Wl2.
Further booking wud again be available when atleast 3 ppl cancel their ticket then.

For 1AC, where tatkal booking is not allowed, or say some quotas r not applicable for particular classes of travel, the booking status is displayed as Regret/WL1.
