Agra: Contradictory statements have emerged from departments of the railways as far as the derailment of the Delhi-bound Kaifiyat Express is concerned, with the railways claiming that the dumper which allegedly caused the accident belonged to a private person, while the Government Railway Police (GRP) stated that the vehicle was working on a contractual basis with the railways.
According to GRP officials, the dumper was working on construction of a third railway line, a freight corridor. The derailment took place between Pata and Achalda, less than 50 km from Etawah station.
Ravikant Parashar,
deputy superintendent of police for GRP Etawah circle said, “The dumper was working on contract basis with the railway to dump soil and gravel for construction of the third line.”
Station officer of GRP Etawah Vijay Singh said, “At around 2:40 am, the dumper overturned and fell on the up track (Kanpur-New Delhi). Before the driver of the dumper could dial 100 to alert railways, the speeding Kaifiyat Express hit the vehicle and got derailed five minutes later.”
“In the accident, at least 40-50 people were injured. They were taken to Auriya, Kannauj and Etawah government hospitals,” Singh added.
On Wednesday evening, an FIR was filed by GRP Etawah against dumper driver Ballu and railway contractor Alok Dubey. “They have been booked under sections 279 (rash driving), 337 (causing hurt by act endangering life or safety of others), 338 (causing grievous hurt by act endangering life or safety of others) and 427 (mischief causing damage to the amount of Rs 50) of the IPC. Sections of the Railways Act, Public Property Damage Act and Unlawful Activities (Prevention) Act. They had dumped soil to create aternate passage over the railway tracks,” SO Singh said.
However, chief public relations officer Gaurav K Bansal of North Central Railways said, “The dumper was neither of the railways nor of its contractors. Since there is no railway crossing, the private dumper attempted to cross the line and got stuck. The driver of the dumper broke the barbed wire and attempted to trespass the line, but when his vehicle got stuck, he abandoned it and ran away.”
According to the railways, there was no fault in signal or in railway track, as other trains which had passed earlier had not reported any faults.
Bansal said, “Loco pilots of Kaifiyat Express are heroes. They were not only alert but took appropriate action to respond to the unprecedented situation. Only 21 passengers were injured.”

Ashwani Lohani, CMD of Air India, has been named the Chairman of the Railway Board following the resignation of A.K. Mital.
The move comes after former Railway Board Chairman A.K. Mital tendered his resignation on Tuesday evening. Sources said he resigned owing moral responsibility of the Puri-Haridwar Utkal Express derailment in Uttar Pradesh on Saturday evening due to several lapses in the track maintenance work.
According to sources, Mr. Mital, a Principal Secretary-level officer, had sent his resignation to Railway Minister Suresh Prabhu on Tuesday. His resignation came two days after the Railway
Ministry decided to send Railway Board Member Engineering and Secretary-level officer Aditya Kumar Mittal on leave holding him responsible for the Utkal Express train accident at Khatauli railway station near Muzaffarnagar that had killed at least 21 passengers and injured over 80 people.
Mr. Lohani, an Indian Railway Service of Mechanical Engineering (IRSME) cadre  had served as DRM, Delhi Division; Director, National Rail Museum; and Chief Administrative Officer, Rail Alternate Fuel. He holds the Guinness Record for successfully running the ‘Fairy Queen Express’, the world’s oldest working steam locomotive.
Mr. Lohani, who holds four engineering degrees, has authored two books (one on steam engines and the other on management) and is credited with the turnaround of the Madhya Pradesh Tourism Development Corporation and the India Tourism Development Corporation.
The Railway Ministry on Sunday sent three top officials on leave, suspended four local level officials and transferred another official after, prima facie, finding lapses in the maintenance work that led to the derailment of the Puri-Haridwar Utkal Express in Uttar Pradesh on Saturday, claiming 21 lives.

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved the proposal of Ministry of Railways to close the Bharat Wagon and Engineering Company Limited (BWEL) - a Central Public Sector Enterprise (CPSE) under Ministry of Railways.
626 employees of BWEL will be benefitted from the voluntary retirement scheme to be offered at 2007 pay scale. The Government will have to provide one time grant off 151.18 crore towards severance package and for clearing the current liabilities of the company.
This measure will stop flow
of financial support from public funds for carrying on the operations of sick/loss making BWEL resulting in savings for the Government.
The implementation will be done as per the timelines prescribed in the guidelines issued by Department of Public Enterprises (DPE) on time bound closure of sick/loss making CPSEs.
In view of the continues poor physical and financial performance of the company for more than 10 years, in spite of financial assistance and other support provided by Ministry of Railways combined with low probability of its revival in future, Bharat Wagon and Engineering Co. Ltd. is being wound up.
BWEL was incorporated on 4th Dec' 1978 as a CPSE after taking over two sick private sector companies - Arthur Butler & Company, Muzaffarpur and Britannia Engineering Company, Mokama. The Company was referred to BIFR (Board for Industrial and Financial Reconstruction) in December, 2000 and was declared sick in the year 2002. The Company continues to be a sick Company since then. The administrative control of the company was transferred from Department of Heavy Industry (DHI) to the MoR in August, 2008, as approved by the Cabinet Committee on Economic Affairs. The company is engaged in the manufacture and repair of wagons, and is having two manufacturing units, at Mokama and Muzaffarpur in Bihar.

Says extra land allotted for car depot at Aarey to benefit builders; CMO calls allegations baseless
Mumbai: The Congress on Tuesday alleged an ₹18,000-crore scam in the allotment of land for the Metro car shed at Aarey Colony that would benefit real estate players, and said Chief Minister Devendra Fadnavis was wants to “fool the people of Mumbai”.
Mumbai Congress chief Sanjay Nirupam and environmental activists also vowed to fight against the car shed.
Mumbai Metro Rail Corporation (MMRC) recently published an advertisement stating that the rail corporation has received all clearances for the project. In a press conference held on Tuesday, Mr. Nirupam said the MMRC was misleading citizens by putting up wrong information. Citizens and activists fighting against the Metro shed were also present.
Mr. Nirupam said, “This is an ₹18,000-crore scam by Mr. Fadnavis. Thirty hectare land is being allotted to construct the car shed, while in other cities only 12 hectare or so was needed. The CM is planning to use the rest of the land for commercial purposes, where big builders and developers can construct commercial and residential complexes and get extra 4 FSI (floor space index), which amounts to a whopping ₹18,000 crore.”
He said the development plan of the city clearly shows that Colaba has been earmarked for the metro depot, and that the government is insisting on Aarey Colony because the land does not fall under Coastal Regulation Zone (CRZ) rules and hence can be exploited for commercial and real estate use.
Activist Stalin D. said, “The government is lying to citizens. It is claiming that the land at Aarey Colony belongs to the Dairy Development Department. However, the department is only the custodian; it has said it has only 300 acre under its control and not 3,000 acre as claimed.”
Mr. Nirupam said the government has claimed that activities at Aarey Colony are legally permitted, even though the case is still with the National Green Tribunal (NGT). “The NGT hasn’t given its approval for work to start on the Metro car shed. Mr. Fadnavis wants to fool the people of Mumbai. This forest land will be lost to the builder mafia,” he said.
‘No commercial activity’
The Chief Minister’s Office (CMO), meanwhile, said the allegations were baseless. “None of the 30 hectare is proposed for commercial use. The actual construction [of the car shed] will be on 25 hectare, since five hectare is reserved as a green patch,” the CMO said.
The clarification from the CMO said Metro 3 will have 35 trains with eight bogies. The number of trains will eventually be increased to 55, and hence 30 hectare land is needed for the shed. The depot will be built at 21 hectare, the approach line and station on four hectare, and the remaining land will be the green patch.

Out super intelligent leaders can measure every thing by thumb! Requirements of Mumbai cannot be put at par with that of much smaller cities(12 hectare land for car shed).
The justification of CM appears logical, land has to be acquired for the rated design capacity (55 trains) of the car shed and not just for phase-1.
Previous govt stalled many planned Mumbai Metro projects on one ground or the other. Now they are unable to digest the success achieved by the new govt. in starting most of the struck-up projects
and indulging in leg pulling.
