I think there is a mistake in this letter.
Bcoz, if the train runs via APDJ (ALIPURDUAR JN.) under NFR between NCB and NBQ, then there has to be a LR (Loco Reversal) at APDJ. And most most of the long haul train run via NOQ ( New Alipurduar) not via APDJ.
And most important point is the TT is mentioned via NOQ according to INDIANRAIL.GOV.IN

Kerala with just 935 kms of railway line was pressurising for separate West Coast zone !!!. Whereas in Karnataka (2935 kms line) which is torn apart between 5 zones, nobody bothers about trains or divisions or zones as the concerned authorities are taken care by bus lobby!
Waltair division is being dismantled and new Rayagada division under ECOR and BZA division on SCR to take care of old Waltair division lones.
Similarly why not dismantle Palakkad division and create new Mangalore division under SWR and attach lines north of Shoranur to Mangalore along with Hassan Mangalore and Konkan lines to it? SRR Podanur and PGT POY can be attached to TVC.

I feel and have reiterated the same multiple times above in same thread that setting up of new division would be a difficult task as the recommendation of Viveck Debroy Committee report to reduce setup/office infra cost has been accepted by this regime in pas term. Even SCoR was a UPA govt present to AP compensating for carving out Telangana state in 2014.

exactly. when infrastructure is expanding, new lines on increase how come new divisions and zones would be impossible. When NFR completes lines to Gangtok, Imphal, Kohima, Aizwal and When NR doing Leh ladakh lines . It is necessary to reorganise new places with good division and zone arrangement for proper management. Everything cannot be automized from switch present in capital. Same way south also adding railway lines so it is impossible to care just by 1 or 2 zones. Lot of new line works pending, lines like Madurai thoothukudi via aruppukkottai, East coast lines Karaikal Peralam, Mayilduthurai tharangambadi thirunallar, Arcot lines such as Tindivanam Nagari, Kallakurichi ulundurpettai, Kongu region expecting dharmapuri morappur, tirupathur krishnagiri hosur. Kerala region also developing guruvyur thirunnavaya to skip SRR, sabari line from kottayam to sabarimala. Karnataka and AP needs seperate post to explore.
