I think what the document says is since the plan is to extend DHN-Allp to KCVL hence Porbandar KCVL can be extended to TVC. Ultimately it will be the mech wing which will also need to decide if maintenance slots are available or not
If there will congestion problem at KCVL, it should be extended further upto NCJ / CAPE by adjusting the TT of 13352
Why cape or NGL without travellers? All trains from Nagercoil get passengers from TVM and Erkm. There is no enough of turnaround time to extend beyond Trivandrum.
No congestion issues at KCVL since only Secondary maintenance will be happening for this train. But return timings depart from KCVL will be 3am. I don't think it will be of much use for passengers....so most likely will run empty till Allp.
13351 also maximum passenger deboard at ERS and very few passengers are there till ALLP.
In 13351/52 get extended upto CAPE with change in TT of 13352, this train will be full even after ERS.
