need to correct you
Regret/WL 1 means no booking allowed at any time and not further booking not allowed. IR can change this with Booking not allowed text. But does not know what is the reason when booking in not allowed they are showing this message. Want to know from experts the reason behind this.

Yes. the same status also means further bookin is not allowed.
************************
As you know the first no. means the current booking status and the last no. means max. booking status reached.
Regret/WL1 can
...
also be represented soemtimes as Regret/Wl'X' where X can be 1, 2,3, 4,5.
Sometimes when the st. have very small quota, after the max. availabiluty status gets exhausted, it goes to Regret.
Now say der r max 10 seats in the quota limit.
9 gets booked and then someone tries to book 2 tickets. the booking status wud go to Regret/WL1. Now say 2 people cancels their confirmed berth within that quota. So the booking status wud b available 1.
***************
Now say I go and book 3 tickets. So the booking status wud then rise to Regret/Wl2.
Further booking wud again be available when atleast 3 ppl cancel their ticket then.
*************
For 1AC, where tatkal booking is not allowed, or say some quotas r not applicable for particular classes of travel, the booking status is displayed as Regret/WL1.

@Dipyaman Basu*: Re# 99487-5
Please check and Research again in IR. You will get REGRET/WL1 message only for those section where you does not have booking or no booking allowed and not the example shown by you. You can check for the 80 to 90 days journey AV to get more knowledge about this message.

Still i have some doubts. We have seen statuses like WL54/WL21. It means the highest WL the train had seen till date was 54. Now as a result of some cancellations, it is at WL 21. We always refer to the lower WL. So if i interprert in that way, REGRET/WL1 Means It was at Regret. Now it is at WL1.
Is there any status like REGRET/REGRET, which would mean no room

The obvious reason is: the railway administration reserves right to book berth from this location in case of any emergency or any other similar reason.but as any quota is not fixed for this particular section/location hence booking in normal condition is not allowed.distance restriction might be another reason because the location is a importaint station.

I doubt that...Regret is a different structure like CNF, RAC etc....it can never be W/L1/AVL 4...or may be RAC7/AVL 1 etc. because two state of the booking cannot be clubbed together...in the same way ...Regret/WL 1 may not mean highest level reached is Regret and now its W/L 1..
Moreover(Lets consider WL10/WL2)....this highest level(WL 10) and present status(WL2) funda is displayed only after booking and not while checking for availability...during checking it only shows WL2(as in this case)..which cannot justify the logic Regret/WL1(where Regret is the highest attainable status and W/L is presnt status)

Sir,
I agree to your point!
However sometimes it is also displayed for sections where current/further booking is not permissible.
This is applicable mostly to the stations which runs low in quota.

Regret is the current booking status.
And wl1 is the max wl reached.
(This however wont be applicable for tatkals in durontos and tatkals in durontos or the quotas like Defence etc. which are not applicable in AC1 Booking)

Thanks for again providing example to some of my main points!
In this case, the Regret status has both current status WL1 and Wl2. The Duty pass quota has a fixed quota and on combination of booking and cancellations, the current status varies!

As i written in my first reply Railway has right to unlock such REGRET/WL 1 to facilitate booking if need arises. The CRS has special power to unlock any REGRET status to book ticket(2562 is famous for such booking from BSB for general SL Quota).after booking the status becomes REGRET again.
But two (or three too) different types of REGRET is visible:
First:
...
REGRET/WL 1 (rarely opened to book ticket)
@@@
2Nd:
14311 ALA HAZRAT EXP 18-01-2011 BAREILLY ABU ROAD GENERAL
S.No. Date (DD-MM-YYYY) Class - 3A Class -SL
1 18- 1-2011 REGRET/WL 7 WL 79/WL 49
2 20- 1-2011 REGRET/WL 6
This sector has limited quota hence auto REGRET bars any big WL booking. But booking is available against cancellation up to limit .
@@@@@
3Rd:
and every one know the last type of REGRET of GN quota which can have more than 800=WL limit .But generally around WL 300 mark is a limit in SL for REGRET .
