IRCTC cannot handle these private cattering agencies who run these catteringservices in trains...everyday thousands of complaints from passengers, railway staffs. Dont know how IRCTC will handle private trains runned by private companies ....

And moreover the fines are so less....that they are easily willing to pay. Dont think have ever come across any incident where contract has been immediately cancelled for poor food or overcharging.
Though one big challenge now in not allowing use of stove/gas etc in pantry cars is that many routes still dont have good stations where base kitchen can provide food in quantity and quality (Konkan railways being one example). If trains get late....also passengers will face issues
