Possible hai bhai, because KIR tak ECR ke LPs aate hai aur KIR se NFR LPs train ko NJP, MLDT tak le jate hai.. So if BJU has enough eloco LPs, they can use them for ECR's BJU-KIR section, anyways it will save ECR's operational cost as Outer Katihar se ECR start ho jata hai.. So I think it'll be entirely ECR's call to send elocos/ eloco LPs up to KIR

No question on LPs there is problem of locos at KIR
Only KIR originate/terminate trains having chances to get elocos rest shortage of Loco at KIR due to no shed
