रेवती डेस्क :  बलिया-छपरा रेल खण्ड के मध्य स्थित रेवती रेलवे स्टेशन को विभाग द्वारा हाल्ट स्टेशन घोषित किए जाने पर नगर सहित क्षेत्र की जनता में घोर आक्रोश है। जो कभी भी सड़क पर उतर सकता है। रेवती रेलवे स्टेशन से कम आय वाले बांसडीह रोड व बकुलहां स्टेशन के पूर्ण स्टेशन का दर्जे बरकार रखा गया है। नगर सहित करीब चार दर्जन से अधिक ग्राम सभाओं की करीब तीन लाख की आबादी का नेतृत्व करने वाले रेवती रेलवे स्टेशन के साथ रेल विभाग का सौतेला व्यवहार समझ से परे है।

स्टेशन को छोड़कर सभी स्टेशनों पर चार चार रेलवे ट्रैक बनाये जा रहे हैं। रेवती को हाल्ट स्टेशन घोषित किए जाने के पश्चात जबकि ठेकेदार द्वारा चौथे ट्रैक का काम रोक दिया गया है। रेवती कस्बा नगर पंचायत के साथ साथ ब्लाक मुख्यालय भी है। गंगा व सरयू के तटवर्ती पचास से अधिक ग्राम सभाओं की करीब तीन लाख जनता का सीधा संबंध रेवती रेलवे स्टेशन जुड़ा हुआ है।
लाक डाउन से पहले तीन जोड़ी पैसेन्जर यात्री ट्रेन के साथ सारनाथ, दुर्ग एक्सप्रेस व उत्सर्ग एक्सप्रेस का यहां ठहराव होता रहा है। इसके पहले ही हाल्ट स्टेशन घोषित होने से सारनाथ दुर्ग व उत्सर्ग एक्सप्रेस का यहां ठहराव भी बंद होने की संभावना बनी हुई है। ऐसे में बलिया व सुरेमनपुर जाकर ट्रेन पकड़ने में लोगों को समय, आर्थिक तथा शारीरिक परेशानियों का सामना करना पड़ेगा। रेल रोको संघर्ष समिति के संयोजक लक्ष्मण पांडेय व ओम प्रकाश कुंवर ने आरोप लगाया कि रेल प्रशासन द्वारा नगर क्षेत्र की जनता की सोची समझी रणनीति के तहत उपेक्षा की जा रही है। यदि ऐसा हुआ तो एक बार पुनः रेवती में रेल आंदोलन प्रारंभ किया जाएगा।
भाजपा नेता भोला ओझा, पूर्व प्रधान विरेश कुमार तिवारी, सपा नेता अमित पांडेय उर्फ पप्पू पांडेय द्वारा रेलवे के इस उपेक्षा के खिलाफ गांव-गांव लोगों के बीच जन जागरण अभियान शुरू कर दिया गया है। भाजपा नेता तथा नगर पंचायत  अध्यक्ष प्रतिनिधि अजय शंकर पांडेय उर्फ कनक पांडय , भाजपा मंडल अध्यक्ष सत्येद्र सिंह आदि ने रेल मंत्री पीयूष गोयल , रेलवे बोर्ड के महा प्रबंधक विनोद कुमार यादव सहित सलेमपुर सांसद रविन्द्र कुशवाहा को अलग-अलग पत्रक प्रेषित कर जनता के व्यापक हितों को ध्यान रखते हुए इस स्टेशन का दर्जा पहले की तरह बरकरार रखने की मांग की है।

Railways has reiterated that the trains should be capable of running at a speed of 160 kmph, and said each coach shall have minimum four electrically/pneumatically powered, plug type doors, two on each side.

"Train shall be capable of accelerating to a speed of 160 kmph from 0 kmph in a maximum of 140 seconds on level track. Train shall be fitted with an emergency brake which can bring the train to standstill in less than 1,250 m when the Train is travelling at 160 kmph," it said.

"Each coach shall have minimum four electrically/pneumatically powered, plug type doors, two on each side. The door mechanism shall have safety provision whereby the train shall not start unless all doors have been closed and electrically locked. Provision shall be made for passengers to open doors to permit evacuation from a stopped train in an emergency. There shall be an internal and external manual release mechanism on one door per side in each coach. All windows shall be provided with double-glazed safety glass," it added.

For security purpose, the Railways said, sitting car of the train shall be provided with minimum six surveillance cameras to cover the passenger area.

"In addition, adequate numbers in the gangway/vestibule area as deemed necessary shall also be provided. Additionally, at least one camera shall be placed in Driving Cab for gathering frontend view, track and OHE conditions etc. Cameras shall be placed on outer side of the train for gathering rear view of the platform. One/two camera shall be installed on the roof of driving Car/power head towards pantograph to monitor the roof equipment. The passenger coach surveillance system (PRSS) shall comprise an IP-based close circuit television (CCTV) network, surveillance cameras and other accessories as required with onboard equipment for streaming of video to the central server for selected cameras," it said.

The trains will also have an Emergency Talk-Back [ETB] (on two physically independent channels) in each coach.

The Railways said a Passenger Information System should also be there to provide automatic announcement and the display of destination information on displays throughout the train in Hindi, English and regional languages.

Train’s coming… Mysuru changing

The Union Government has chosen Mysuru-Bengaluru-Chennai as one among the seven new High Speed train routes. Once complete, the travel time between Mysuru and Bengaluru will be 45 minutes!

the Japanese “Bullet  Train,” these “High Speed” trains, which the Indian Railways call ‘Bullet Train’, can run on regular tracks, which only have to be straightened and strengthened which makes ticket cost reasonable and completion date faster.  But just like how the Bullet train between Tokyo and Osaka changed these two Japanese cities, this desi Bullet train will change the very fabric and soul of Mysuru. 

In 1964, Japan opened its first Bullet train route connecting Tokyo and Osaka. The train cut the travel time between the two cities by half. Soon it revolutionised the way Japan transacted its business and the way people lived. 

The Bullet trains allowed workers to stay in Osaka, which had lower cost of housing and living, while being able to go to work in Tokyo where they could earn better.  So after the High Speed train connects Mysuru-Bengaluru, people may choose to live in Mysuru and work in Bengaluru! Metro connectivity within Bengaluru only enhances this option.

Another Japanese trend might also manifest in Mysuru — Tourism. In Japan, after the Bullet trains were introduced Japanese started visiting other cities over the weekend or even for a day trip. So Mysuru tourism will also explode. Especially once we come out of Covid, people will be itching to get out, and with money being in short supply domestic tourism is going to boom. Mysuru being a renowned tourist city will profit from it.

In short, this train is going to bring more people to see Mysuru and live in Mysuru.  And so it’s time to prepare. It’s time for serious Urban Planning.  First step — re-haul MUDA. 

Mysuru Urban Development Authority (MUDA)over time has simply become a “private layout approval body.” It has failed miserably in its core duty of providing sites to Mysureans. Worse, the legality of its own layouts are being questioned like in the case of K.C.  Layout and  Siddartha Layout. MUDA needs a re-haul. It needs to have professional city planners on its panel. It needs visionary Urban infrastructure developers on its panel. Not just Government appointees.

It may also bode well for our city’s future if the State Government starts planning a metro system in Mysuru right now. Of course, it does not have to be built right now, but acquire land and be prepared. This way we won’t end up like Bengaluru — trying to refurbish an overcrowded house while living in it as more and more people keep pouring into it. 

As more and more people start living in Mysuru, more companies will come to Mysuru. Here KIADB needs to be efficient. Unfortunately, they too like MUDA have failed. KIADB says there are no industrial sites, but drive around  KIADB industrial area and one will see more vacant sites than industries.  

The Bullet train may be a weapon of mass economic infusion, but shouldn’t our city be dolled up to receive its infusion — infusion of population and pollution? Sanitation and traffic congestion? Water and electric overload?

Where is the plan to deal with these issues? That is why the word “development” makes many Mysureans nervous. That is why many Mysureans, at the cost of being shouted down as cynics or having an anti-development mind-set, would confess that they like Mysuru as it is — a laid back, culturally active                                           pensioners paradise. 

This Bullet train maybe good for the commerce of our city. It definitely will be good for our tourism-dependent city. It will for sure develop our city. But it just might be the bullet that kills the very soul of Mysuru. 

We cannot stop change and we cannot stop this train. So it’s time to prepare for a new Mysuru in the coming years.  It’s time for Mysureans to be active in our communities’ development and be ready to be activists. Because if we don’t, then our city will be turned into Bengaluru — an unlivable, grotesque, urban monstrosity. 

True, development is inevitable, but chaotic development is not be acceptable.
