Your analysis is near to perfect ,may be few HO quota berth is further divided among other stations & it may remain un-allocated till charting ....
You assessment could be the story here. With say 2 HO berths for DHN/PNME and none would have utilized leading this to confirmation.
You also did the same thing for the other pnr......just changed ur predictions at chart preparation so please don't point others
I would request you to kindly go through the communication along with the other Reference PNR. Perhaps then you would come to conclusion that i am not pointing anyone. I have clearly mentioned that the passenger has made the right prediction and i was late in changing my prediction. Please understand the context before you make such observation. Thanks !!
