Waltair division (565km) and creating a Rayagada division (541km) from the original 1106km Waltair division. The committee also suggested an optimum staff strength of 105 gazetted and 780 non-gazetted officers for the new zone. Odisha's requests to include the Kothavalasa-Kirandul Line and merge revenue-generating lines from other zones into ECoR were reportedly ignored. Foundation stones for the SCoR headquarters and Rayagada division were laid before finalizing boundaries. The decision is pending cabinet approval, and 11 parliamentary assurances remain unresolved until the DPR and recommendations are finalized. The process was expedited this year after the general elections.
