Trains on the Circular Railway route connecting Majerhat to Dum Dum will be suspended for a few hours daily for around 20 days in February once the railways allows the PWD to start construction of two pillars of the proposed Tallah bridge.

The 24.58-km Circular Railway tracks run mostly along the Hooghly and through Calcutta’s central business district, carrying around 36,000 passengers daily. Railway officials said 14 pairs of trains run on this route, of which Tallah is one of the 14 stations.

A “traffic block” on the route — leading to partial scuttling of the train services — will be required because the PWD wants to start the foundation work of the two pillars immediately. The state government has appealed to the railways to facilitate the construction of the pillars for the proposed rail-overbridge at Tallah, which will connect Calcutta with the northern fringes.

The bridge will replace the one that was pulled down last year after engineers had opined that it had become unstable and could collapse any moment.

Six pillars will hold the 230-metre-long deck of the bridge, which will pass over railway tracks on land owned by the railways.

The two pillars whose construction will necessitate partial suspension of Circular Railway services will come up between train tracks.

“We will try and work out the timings of the traffic block in a manner that would have least impact on movement of trains. The timings will be worked out in consultation with PWD engineers,” said a railway official.

“We will require a traffic block from the railway for 10 days each for the foundation work of two pillars,” said an official of the PWD, which is executing the Rs 340-crore Talah bridge project.

“Machines will have to be moved in for digging the ground and once the piling work is over, the pile caps will be laid,” the official said.

In some media, a news has appeared o­n 27.11.2020 describing as if Railway is responsible for the delay in opening of Majerhat Road Overbridge (ROB). Following points indicating up-do-date development/status of re-building of Majerhat ROB are placed hereunder for clear appreciation of the problem.

1) Majerhat ROB collapsed in September, 2018 apparently due to maintenance failure. The structure was under the maintenance of PWD, Govt of WB. Initially the Government of West Bengal decided to rebuild the ROB with bow string steel girders, but in January 2019 they

changed the decision to rebuild it as a cable stayed type ROB. It led to loss of time by more than four (4) months.

2) Metro Railway Joka - B B D Bag alignment is parallel to the proposed ROB at Majerhat. As per planning made by the engineers of the Government of West Bengal, north-end approach of the proposed ROB was infringing with the Metro Railway alignment. In spite of repeated requests by ER to get the nod of RVNL/Metro regarding infringement of proposed Majerhat ROB before finalizing the alignment of Majerhat ROB, it was delayed by PWD. The matter was at last resolved with the intervention of Chief Secretary of Government of West Bengal, which led to loss of time by more than o­ne & half months.

3) The draft design & drawings of the super structure submitted by the PWD, Government of West Bengal to Railway had multiple (29 Nos.) technical shortcomings. Ultimately, in a meeting held o­n 4th & 5th July, 2019 by Railways with the foreign designers engaged by the Government of West Bengal and the engineers of PWD, the issue was finally resolved. The final design & drawings for the super structure of the ROB were submitted by the PWD to Railways after about o­ne month of the above meeting.

4) In order to avoid delay, PWD engineers were requested to attend the office of Chief Bridge Engineer/Eastern Railway o­n 4.11.2019 to comply with the observations made in connection with erection and the launching scheme after a thorough scrutiny thereof. The concerned officials from the PWD finally complied with the observations o­n 22.11.2019. o­n 22.11.2019 itself all the drawings & designs have been taken back by the officials of the PWD from the Railway Office for submission of the final drawings as per extant practice for approval of Railway.
5) State PWD o­n 27.11.2019 submitted 22 drawings o­n the launching scheme to Railway. After scrutiny by Railway, the number of drawings for the launching scheme was increased from 17 to 22. Railway has approved the designs and all
these 22 drawings o­n 28.11.2019 and PWD was requested to take away the approved drawings for filling of Commissioner Railway Safety application etc.

6) The Commissioner Railway Safety (CRS) application for erection & launching of girder was submitted by the state authority to DRM/Sealdah o­n 2.12.2019. DRM/Sealdah has filed the Commissioner Railway Safety (CRS) application for erection & launching of girders to Commissioner Railway Safety, Eastern Circle o­n 4.12.2019. Commissioner Railway Safety Eastern Circle’s approval was accorded o­n 28.2.2020 with some stipulations.

7) The final drawings of the bearings were submitted by State Govt. to Railways o­n 26.08.2020 and were approved by this Railway o­n the same day.

8) Joint Safety Certificate received from State Govt o­n 27.11.2020 and submitted to CRS EC o­n date after signature of Railway Authority. State Govt. Has also been informed in writing o­n date that all statutory formalities regarding the ROB involving this Railway have been completed and they are now at liberty to take further action for arranging its opening for public.

It may be appreciated that nothing was left pending with Eastern Railway and there was no delay o­n the part of the Railway. Eastern Railway is always keen to complete job in coordination with all the agencies associated with construction of Majerhat ROB including PWD, Govt of WB and has taken all steps for early completion of the work.

For celebration of 150 years of Kolkata Port Trust, a huge public gathering is expected in the Millennium Park and adjacent Railway track of Circular Railway in the evening of 11.01.2020. In order to ensure the safety of the people gathering along the Railway track, Circular Railway train services will remain suspended between TALA & MAJERHAT stations from 15:00 hrs. to 00:00 hrs. o­n 11.01.2020.
Consequently, 04 (four) trains will short terminate at Kolkata station and 04 (four) will short originate from Kolkata station o­n that day.

face of these challenges. Most of them have said that the nine-month timeframe set by the government is unfeasible with so many pitfalls to avoid.
The public works department had advertised the contract to build a four-lane bridge in Majerhat through a tender notice published on October 5. The estimated cost mentioned in the notice is Rs 137 crore and the timeframe is nine months.
State government officials said any change in the budget wouldn’t be a problem. But prospective contractors seem wary of jumping into a project with a deadline as close as nine months away.
“It will be next to impossible to meet the nine-month deadline given the engineering and logistical challenges,” said an official of an infrastructure company involved in several ongoing projects in and around Calcutta.
A no-objection certificate must be obtained from the commissioner of railway safety for construction to be commissioned. This is because rail tracks of the Sealdah-Budge Budge section run under the bridge.
The Joka-Esplanade Metro route running alongside the bridge is apparently another challenge. Metro had last week highlighted the impasse over the PWD asking Metro Railway to limit construction till the pillars for now because the entry and exits of the proposed Majerhat station might “infringe” on the new bridge.
An engineer of an infrastructure company said there was hardly any space at the site to set up construction facilities, including a batching plant to mix concrete. “The approach to the construction site is a congested one and bringing concrete from a batching plant at another location would be difficult.”
The shortage of space on either side of the proposed bridge is also a safety hazard. “If safety norms are to be followed, we need more space on both sides. There should be enough space to at least take cranes near the bridge in the event of any accident,” the engineer said.
The two options available to the government are a “cable-stayed” bridge or a “bow-stringed” one. The one that collapsed was “pre-stressed”.
According to a PWD engineer, the government is more inclined towards a cable-stayed structure like Vidyasagar Setu that stands on fewer pillars than a regular bridge and is aesthetically more appealing.
“But since quality tests on cables used in such a structure are usually done in Europe, time will be a factor. There are also other issues that cannot be resolved overnight,” he said.
The government wants the clearance from the rail tracks to be 6.5 metres instead of the original 5 metres. This would make the slope on the new bridge steeper and harder to align with the junction of New Alipore on one side and the approach to the Taratala flyover on the other, engineers said.
The old Majerhat bridge collapsed on September 4.

Kolkata: The bailey bridge on Chetla Canal and the level-crossing that will connect the Behala-New Alipore side with Alipore, will be operational from Friday morning.
The work for the bridge and the level-crossing and repair of the thoroughfares connecting the two sides has been completed in a record time of 20 days, with close coordination between the state Public Works Department (PWD) and Eastern Railways.

The bridge, along with the level-crossing, is connecting the southward extension of Alipore Avenue with Block G in New Alipore, from where it would move some 600 metres to connect with Humayun Kabir Sarani.
"The bailey bridge and the level-crossing are very much capable of both way movement of traffic. So, we can also have movement from Behala-New Alipore side to the Alipore side," a senior official of Kolkata Police's traffic department said.
A senior official of Eastern Railway (ER) said that the level-crossing gate between New Alipore and Majerhat Station in Sealdah-Budge Budge line will be an alternative route for vehicle movement.
"To ensure smooth road and rail movement, 6 pairs of EMU locals in the Sealdah-Budge Budge section will remain suspended from Saturday, until further advice. Running of all Up and Down Sealdah South–Nangi Passenger Special will also remain cancelled from Friday," the official said.
He added that out of seventy existing services, 52 services will continue in Sealdah (South)–Budge Budge section. A cabin has already been created and manpower has been put in place by ER for operating the level-crossing.
The walkway for pedestrians adjacent to Majerhat Bridge over Chetla Canal will also be operational from Friday. Hume pipes have been placed and its upper portion has been concretised for the crossover. "The state has taken up the matter with the Railways for a similar kind of path for vehicle movement at this place. Permission has not been granted by the Railways but negotiations are on," an official said.
For a two-lane road, the width needs to be at least 7 metres and for this, a highrise on the New Alipore side needs to be pulled down. "If the Railways give us the nod, we are hopeful of convincing the residents to relocate after arranging proper rehabilitation for them," he added.
