Railway Minister commissions maiden first rehabilitated NGEF Metro Rake into commercial service at Dum Dum. Also inaugurates Coach Manufacturing Unit in West Bengal. Prabhu stresses upon increasing Railways infrastructure in the State!
Kolkata: Indian Railways is banking on joint ventures with state governments to meet its ambitious target of laying down tracks that will sustain high economic growth.
Railway minister Suresh Prabhu today said the target for 2018-19 was 19km of tracks daily against 7km daily in the last fiscal.
said in the last six years the pace of commissioning of such broad gauge tracks was an average 4.3km per day.
The ministry is eyeing a gradual increase in the rate to about 13km a day in 2017-18 and to 19km per day in 2018-19.
“The joint venture is a completely new corporate entity with independent corporate structure. There would be 50 per cent equity participation from the railways and the rest from the state governments,” said Prabhu on the sidelines of an interactive session at the MCC Chamber of Commerce and Industries.
The railway ministry has signed a memorandum of understanding to set up joint ventures with Maharashtra, Odisha, Andhra Pradesh, Kerala, Chhattisgarh, Telengana and Karnataka.
The railway budget for 2016-17 has proposed 13 projects at an investment of Rs 33,092 crore through joint ventures. Another 30 projects involving a cumulative cost of Rs 58,275 crore have been included in the capital investment programme of 2016-17. However, Bengal is not yet included in the list of identified projects to be executed through a joint venture.
The joint venture route gains importance as it helps to mobilise debt from banks, financial institutions and multilateral agencies by leveraging the equity. It could help to expedite the ongoing projects and new project development in the future.
Prabhu said the next phase of economic growth would be facilitated by the transportation sector, including the railways.
The ministry is working on high-speed railway projects that can increase the speed of transportation and reduce the cost.
A high-speed passenger corridor is also being set up between Ahmedabad and Mumbai with an assistance from the government of Japan.
Railway Board officials who accompanied Prabhu said the production of wagons was expected to start from the Rs 120-crore joint venture between public sector steel giant SAIL and Rail India Technical and Economic Services Ltd.
The joint venture is called SAIL-RITES Bengal Wagon Industry Pvt Ltd. It has signed an agreement for an assured offtake with the railway ministry in November 2015.
