We all know that building and expanding the city’s lifeline is expected to come at a huge cost. But, the question on everyone’s mind is who will take on that financial burden. If railway sources in Mumbai are to be believed, the Centre is reluctant to invest money in the proposed Virar-Vasai-Diva-Panvel suburban line — pegged at Rs. 9,000 crore — and has written to the state to contribute more towards the project.
At present, the two financiers — Indian Railways and Maharashtra government –are sharing the project cost equally. But, railway officials in Mumbai claim that the Railway Board in Delhi has sent a letter asking them to shoulder more, for the project. It is unclear whether the railways is looking
at a 60:40 ratio (Maharashtra government and railways) or even more. “At the end of the day, the state government will reap the benefits of this vital suburban corridor,” said a senior railway official.
The Virar-Vasai-Diva-Panvel corridor will be 70.14 km long, and will connect all three lines — Western, Central and Harbour – and further strengthen public transport in the metropolitan region.
The government and railways have been trying to work out flexible working hours for commuters so as to divide the super dense load that the suburban system witnesses. During peak hours, more than 16 people stand per square metre of space inside local trains.
With this new corridor in place, setting up additional commercial and office spaces in the extended suburbs would also seem viable. “Moreover there is another international airport coming up in Navi Mumbai. It’s a win-win situation for the state government and so we want them to contribute more, financially,” explained another railway official. This project has been approved by the NITI Aayog and now awaits final approval by the Cabinet Committee of Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi.

MUMBAI: In sleepy hamlets, fishing villages and traditional gaothans in Bhayander and Vasai-Virar on the outskirts of Mumbai, a wave of resentment is spreading among local residents.
The trigger for the resentment is the draft regional plan issued by the Mumbai Metropolitan Region Development Authority (MMRDA), which envisages urbanisation in no-development zones, hazardous industries in green zone belts and multi-storey buildings around traditional gaothan villages. The total investment is a whopping Rs 1.14 lakh crore for road, rail and infrastructure projects over the next two decades.
With barely three weeks remaining for submitting
their objections and suggestions to the authority, locals said the draft plan will have “serious’’ repercussions on their region, which provides flowers, fruits and vegetables to Mumbai.
The MMR region extends over an area of 4,311 sq km and covers entire Mumbai and parts of Thane, Palghar and Raigad districts. Areas include Vasai-Virar, Karjat, Khopoli, Ulhasnagar, Kulgaon-Badlapur, Uran and Navi Mumbai, with a population of around 22 million.
The draft plan (2016-2036) was published by MMRDA last September, but most residents remained clueless about it until now.
Since last month, over a dozen protest rallies have been held organized by local civic groups. Last week, around 3,000 residents gathered for a meeting held in the vast complex of a 400-year-old Portuguese church in Uttan, Bhayander.
Samir Vartak, a former zilla parishad member, said 13,000 objection forms were distributed to villagers in the last one month. “The locals are still not aware about the proposed development,’’ he said.
Tony Dabre, ex-sarpanch of Vagholi village, said, “People are angry. The government is trying to impose a plan the locals don’t want.’’ Environmental activist from Vasai, Father Francis D’Britto recently formed an environment protection committee to counter the new plan.
According to the draft plan, industrial development will be allowed on land parcels of 10 hectares (25 acres) or above in green zone I. Moreover, buildings 15 metres tall (about three to four floors) will be allowed in such zones.
A buffer zone of just 30 metres has been proposed from the edge of forest zones and water bodies.
Buildings with “low heights’’ will be permitted in the Matheran foothills area, which has been earmarked as an “institutional zone’’.
“The Matheran hills are encircled with the proposed multi-modal corridor connecting Virar to Alibag and the Central Railway line. In order to maintain a buffer between the hills and the encircling transport network, institutional zone is proposed with low-rise development and large-scale developments which will not require further road networks,’’ said the report.
In gaothans which have bungalows and one-storeyed houses in narrow lanes, the MMRDA has proposed a height of 24m (about seven floors) as part of its Gaothan Expansion Scheme. Such structures will be permitted 200m from the boundary of the gaothans. Four growth centres have been identified across the region to create employment opportunities in the tertiary sector. These are pockets of 5 to 13 sq km each in Vasai, Bhiwandi, Kalyan and Panvel tehsils.
In all, the new plan has earmarked an area of 1070.08 sq km as “urbanisable zone’’.
“To attract industrial development, industries are proposed to be freely permitted in the Urbanisable Zone and Green Zone. Seven pockets of land are identified in Virar, Bhiwandi, Taloja, Khalapur, on both sides of Amba River, and Khopta for industrial development. These pockets total an area of 78.06 sq km,’’ said the draft report.

Looks like an environmentally sensitive issue.
It is seen that the authorities many times turn blind eye to the environmental degradation due to a developmental projects like new factory/residential/commercial/road/railwayline.
On the other hand there are many organisations (often with vsted interests) alway oppose any development tooth and nail and at the same time want aid/help from govt.
Country needs development
for the well being & prosperity of citizens. A Right balance have to be struck so that the development happens either without any environment damage or with a provision to nullify the suspected environmental degradation through mitigative measures like growing trees in lieu of uprooted ones.

पनवेल-विरार मार्गावर ११ नवीन स्थानके
वाढत जाणाऱ्या प्रवासी संख्येमुळे लोकलवर पडणारा ताण आणि प्रवाशांच्या मागण्या लक्षात घेत, येत्या काही वर्षांत नवीन रेल्वे स्थानकांची भर मुंबई उपनगरीय लोकल
मार्गावर पडणार आहे. एमआरव्हीसीकडून पनवेल-वसई-विरार कॉरिडोर बांधला जाणार असून, या प्रकल्पांतर्गत ११ नवीन स्थानकांचा समावेश केला आहे. महत्त्वाची बाब म्हणजे, या प्रकल्पांतर्गत नवी डोंबिवली स्थानकही उदयास येईल. सध्या प्रकल्प अंतिम मंजुरीसाठी केंद्राकडे असल्याची माहिती एमआरव्हीसीकडून देण्यात आली.
एमआरव्हीसीच्या ११ हजार कोटी किमतीच्या एमयूटीपी-३ ला केंद्रीय मंत्रिमंडळाकडून नुकतीच मंजुरी देण्यात आली. त्यामुळे यातील सर्व प्रकल्प येत्या पाच वर्षांत मार्गी लागू शकतात. या प्रकल्पांबरोबरच एमआरव्हीसीने पनवेल-वसई-विरार कॉरीडोर प्रकल्पही स्वतंत्रपणे मंजुरीसाठी केंद्राकडे पाठवला आहे. प्रकल्पात दोन नवीन लाइन येणार असून, त्यामुळे लोकल प्रवास सुकर होण्यास मदत मिळेल. ७0 किलोमीटर असलेल्या प्रकल्पाची किंमत तब्बल ९ हजार कोटी रुपये आहे. पनवेल-वसई-विरार कॉरीडोरमध्ये एकूण २४ स्थानके आहेत. यामध्ये सध्या याच मार्गावर असणाऱ्या १३ स्थानकांचा समावेश असेल. त्या व्यतिरिक्त आणखी नवीन ११ रेल्वे स्थानकांचा समावेश करण्यात आला आहे.
महत्त्वाची बाब नवीन अकरा स्थानकांत नवीन पनवेल हे स्थानक येतानाच नवीन डोंबिवली स्थानकही उदयास येईल. या संदर्भात एमआरव्हीसीचे अध्यक्ष आणि व्यवस्थापकीय संचालक प्रभात सहाय यांना विचारले असता, सर्वात मोठा प्रकल्प असून, पाच वर्षांत त्याचे काम पूर्ण करण्याचे उद्दिष्ट आहे. रेल्वे बोर्ड, निती आयोगानंतर आता केंद्रीय मंत्रिमंडळाकडे अंतिम मंजुरीसाठी प्रकल्प आहे. या प्रकल्पाला अंतिम मंजुरीही लवकरच मिळेल. प्रकल्पात नवीन अकरा स्थानकांचा समावेश करण्यात आला आहे.
प्रस्तावित ११ स्थानके : १. नवीन पनवेल, २. टेंबोडे, ३. पिंधर, ४. निघू, ५. नारीवली, ६. नांदवली, ७. नवी डोंबिवली, ८. पिंपळस, ९. कलवार, १०. डुंगे, ११. पाये गाव.
