AHMEDABAD: The government of Gujarat has given its stamp of approval for the Rs 6,758-crore Phase II of the Ahmedabad Metro Rail project connecting Mahatma Mandir, Sachivalaya, Gift City and PDPU.
Officials of the MetroLink Express for Gandhinagar and Ahmedabad (MEGA) said Phase-II will extend from Motera to Mahatma Mandir. The 34.6km Phase-II will be completely elevated and will have 24 stations. A separate line from Pandit Deendayal Petroleum University (PDPU) to GIFT City will link Gift City to the main line.
Officials said the cost of the second phase is estimated to

be is Rs 6,758 crore. Work on the second phase will begin as soon as the government of India sanctions it.
The Detailed Project Report (DPR) of Phase-II, connecting Mahatma Mandir, Akshardham, GIFT City and GNLU was prepared by the Delhi Metro Rail Corporation (DMRC).
According to Metro officials, "In order to achieve the maximum benefits from the project, the DPR made 2014 for Ahmedabad Metro Rail Project Phase-I projected that connectivity to Gandhinagar would be provided from the North-South corridor of Phase-I. Accordingly, the 2017 DPR has been prepared for Phase-II, which will connect Ahmedabad and Gandhinagar."
Officials in MEGA said the second phase will start from Motera and will connect PDPU, Raysan, Gujarat International Finance TecCity (GIFT) and Sardar Vallabhbhai Patel International Airport. The metro will, in Gandhinagar, connect Akshardham, Sector 24 and Mahatma Mandir, which is also close to Gandhinagar railway station. The station is also being given a facelift.
Officials said the authorities plan to finish the first phase of the project, connecting Thaltej and Vastral and APMC to Motera by the end of 2019. Officials said metro services from Vastral to Apparel Park in Khokhra will go commercial by 2019. The state plans to have the first metro trial run soon after the elections. Commercial operations will need a final nod from the commissioner of metro rail safety (CMRS), which takes some 18 months.
No airport connectivity
MEGA officials have decided to drop their plan to connect the airport with the Metro. Sources said authorities found the route was not feasible and there was not much traffic. Hence they have dropped the plan to connect the airport. The AMC recently launched a direct Airport bus shuttle service but it hasn't received a great response.
GIFT City line to take PPP route
According to the new metro rail policy announced this August by the government of India, MEGA authorities have decided to extend the Metro 6km into GIFT City . The six-km project will be taken up by GIFT city using the PPP model.
Officials said that one station outside GIFT City would be funded through the project cost, but the cost of the 6km elevated corridor and three station inside GIFT city would be borne by GIFT.
The officials said the route was in the proposal sent to the government of Gujarat but as the Union government changed the policy , GIFT was included via PPP and a revised proposal was approved.

New Delhi: Gandhinagar railway station in Gujarat is set to be jazzed up soon with a 300-room hotel planned to be built in the space above the railway tracks, a first in India that would it take to the ranks of cities in Japan and Germany.
As envisioned by Prime Minister Narendra Modi, the railway station in the capital city of his home state will also have a concourse above the railway tracks.
This redevelopment project undertaken by the Gujarat government in partnership with Indian Railways (with 74% and 26% equity, respectively), is

the second under the railway station redevelopment program of the Indian Railway Stations Development Corp. Ltd (IRSDC). The first project is coming up at Habibganj in Madhya Pradesh where a concourse would be developed above the railway tracks.
IRSDC is a special purpose vehicle formed by railway unit Ircon International Ltd (IRCON) and Rail Land Development Authority (RLDA) and is currently undertaking projects in Habibganj, Bijwasan, Anand Vihar and Surat railway stations.
The idea is to put the city of Gandhinagar on the global stage and develop it as a commercial city in itself. The railway station is close to the upcoming Mahatma Mandir convention centre and memorial, which, spread across 34 acres, will showcase the life and philosophy of Mahatma Gandhi.
“The project is being outsourced on Engineering Procurement and Construction (EPC) model and the government had received five bids for it. The bidders included ILFS, L&T, Tata Projects, Cub Constructions and Kunal constructions where Kunal won the bid and is constructing the project,” said Sanjeev Kumar Lohia, chairman and managing director at IRSDC.
Lohia added that this project is a first for India as no such project has been conceptualized or built in the country so far. “The prime minister wanted a railway station that could showcase the changing face of Indian railway stations and transforming them into commercial hubs,” he said.
Indian Railways has adopted three models for station redevelopment. Under public private partnerships, a project is planned, statutory clearances are obtained and a developer is chosen to upgrade a facility which is being implemented by IRSDC. The second model is collaboration with foreign governments to develop stations and the third is the Swiss Challenge model, where bidders design and develop a project after obtaining approvals.
Under Swiss Challenge, the company whose project plan is accepted is given the opportunity to work on the project at the price quoted by the lowest bidder. If it does not accept this, the project is given to the lowest bidder.
Indian Railways has been working on an ambitious plan to redevelop 400 A1 and A category railway stations. The plan was mooted in 2009-10 by then railway minister Mamata Banerjee and is now being taken forward by current railway minister Suresh Prabhu.

So, if they are making the station world class, does that mean the station gets a few more platforms?
There's no space at all on either side of the platform 1 and platform 4.

GANDHINAGAR: Prime Minister Narendra Modi on Monday said his government is focused on development of railways shedding earlier practices wherein the ministry was used as a "bargaining tool" by the main ruling party to "distribute trophies to its allies".
"The railway was left to its fate in earlier regimes. The allies of main political party used to demand the railway ministry to join the government. The party which came to power at Centre also used the railway ministry as a bargaining tool to distribute trophies to its allies. This is a bitter truth," he said.
"Leaders

from political parties who got the control of the railways were not interested in (development of) railways and I need not say what they were interested in," PM Modi said.
The Prime Minister today laid the foundation stone for redevelopment of Gandhinagar railway station, which will get a face-lift at a cost of Rs. 250 crore and will have a 300-room five star hotel built atop.
"My government has given priority to railways... it should expand, it should be developed, get modernised and it should bring a qualitative change in the lives of common people.
"We have tried to do this in the last two years and five months. We have increased the budget of railways to double of what it was," he said.
"PM Modi listed various works done by his government to develop railways and said the pace of doubling of railway tracks has increased, besides speeding up of gauge conversion and electrification of lines.
He said free WiFi has been provided at railway stations.
The Central government is working to increase speed of trains and also striving to bring in global technology to make railways safer, as "safety is of greatest concern", PM Modi said.
"In developed countries, 70 per cent goods transportation is carried out by railways while rest by roads. However in India, 15 to 20 per cent is through railways while 70 to 80 per cent is by roads. Goods tend to get costlier when transported by roads. We are stressing on development of freight corridors," he said.
The Prime Minister also said that railway stations located in cities can be developed by constructing high-rise buildings atop them.
