Mumbai: Former Maharashtra Chief Minister Prithviraj Chavan today alleged that the state government is in the process of diverting the funds of the proposed Karad Chiplun railway line project to the Mumbai-Ahmedabad bullet train project.
“Shapoorji Pallonji Co Pvt Ltd, which had inked a memorandum of understanding with Konkan Railway Corporation Limited in August 2016, has now withdrawn from the (Karad- Chiplun railway line) project. The company was supposed to construct the new train line between Karad and Chiplun at a cost of Rs 3,195 crore,” Chavan said.

the MoU was signed and the company had to wait for almost a year. Now, it has pulled out. I suspect it is being done to divert the funds for bullet train,” the senior Congress leader alleged.
In order to realise Prime Minister Narendra Modi’s ambitious Rs 1,10,000-crore bullet train project, a loan of Rs 88,000 crore will be taken from Japan. The funds will be given at a very low rate of interest of 0.1 pe cent per annum by Japan International Cooperation Agency (JICA). This loan has to be repaid to Japan in 50 years, with 15 years grace period.
Chavan, however, said that land acquisition costs are not considered in these figures.
“The state government will have to spend for it (land acquisition) from its treasury. Hence, the land acquisition costs in the Karad-Chiplun railway line project are going to be diverted to the bullet train project,” Chavan, who represents Karad South assembly constituency, alleged.
“Even if the interest rate is just 0.1 per cent, I think we will have to repay it in the Japanese currency- yen and the appreciation rate of yen is three per cent every year. In the last decade, the Japanese yen has appreciated over 60 per cent. So imagine, how much we will have to repay to the Japanese partner after 15 years,” he added.
He also raised question marks over the sharing of expenses for the bullet train project.
“When only 24 per cent length of the bullet train route passes through Maharashtra, why should we bear equal share with Gujarat? It means we are paying more by cancelling the already-sanctioned projects in the state,” he said.
The Congress veteran said, the bullet train project was announced just ahead of the Gujarat elections, although its signing of MoU had taken place much earlier.
“On the other hand, metro projects for Pune and Nagpur were signed at the same time, but (Union minister) Nitin Gadkari, after swearing-in immediately brought PM Narendra Modi to Nagpur and laid the foundation of the work. Today, it has significantly progressed,” he said.
Chavan also slammmed the BJP-led state government overits decision to implement 30 per cent cuts on development works across the ministries.
Though the government is saying it is 30 per cent, in reality it will be 50 per cent as this government has miserably failed on managing its finances, he said.
“This government has made several false and tall claims of improving the financial condition of the state. When the BJP-led dispensation came to power, the total loan on the state government was Rs two lakh crore, which has jumped to Rs four lakh crore. Who is misleading the people of the state,” Chavan asked.

Mumbai: The Konkan Railway on Sunday signed an MoU with Shapoorji Pallonji & Co (SPCPL) for construction of a 103 km-long railway line between Chiplun and Karad. Expected to be completed in five years, the project will boost industries in the hinterland of Maharashtra by providing them connectivity to port.
"The state government has also initiated development of sea ports along the Konkan coast such as those at Rewas, Dighi, Jaigarh, Angre, Vijaydurg, Redi and the new railway line will facilitate speedy transportation of the export/import cargo to and from these ports," a senior railway official said.

The MoU was signed in the presence of chief minister Devendra Fadnavis and railway minister Suresh Prabhu. The Konkan Railway (Indian Railway) will have 26% equity in the proposed SPV for the public-private partnership (PPP) project.
A KR official said: "The railway line, which will be constructed at a cost of around Rs 3195.60 crore, will facilitate overall development of Western Maharashtra and the Konkan region through easy and economical movement of raw material and finished products besides providing convenient transport system to the people of these two regions. Moreover, the traffic through the port and the connected railway line will facilitate rapid growth of these regions."

the country. It will be the first project to connect the Konkan railway with the Central Railway. Karad is between Central Railway's Pune and Miraj junctions. Miraj is major junction for transporting goods to south as well as towards Hyderabad.
The Pradhan Mantri Ujjwala Yojana scheme will be launched in West Bengal on Sunday. Under the scheme five crore LPG connections are to be provided to eligible BPL households with a support of Rs1,600 per connection in the next three years. PMUY was launched by Prime Minister Narendra Modi in Ballia, Uttar Pradesh, on May 1.
Come Sunday farmers in Maharashtra will be able to sell their produce to consumers directly with the state government launching weekly markets so as to weed out middlemen. These markets will be organised only for selling fresh vegetables and fruits. The first such weekly market would be held at Vidhan Bhavan on Sunday, where farmers and women's self-help groups would be able to sell their produce.

Konkan Railway will sign an MoU with Shapoorji Pallonji & Co on August 14 for construction of new railway line between Chiplun and Karad railway stations.
The pact will be signed in the presence of Railway Minister Suresh Prabhu and Maharashtra Chief Minister Devendra Fadnavis, Konkan Railway Chairman and Managing Director, Sanjay Gupta said here today.
The project was conceived jointly by Railway Ministry and Government of Maharashtra to ensure better connectivity for the coastal Konkan region.

We are on the path of our capacity building and I hope that the biggest challenge is to arrange the financing modalities and funds which I am working hard to achieve to execute the various projects.

मुंबई. राज्य में 8 बड़ी रेल परियोजनाएं वर्षों से अधूरी पड़ी हुई हैं। इनमें नागपुर-नागभीड़ व वर्धा-यवतमाल-नांदेड़ रेल लाइन भी शामिल हैं। विधानमंडल की लोकलेखा समिति की रिपोर्ट में यह बात सामने आई है। समिति के अध्यक्ष कांग्रेस विधायक गोपालदास अग्रवाल ने शुक्रवार को विधानमंडल के दोनों सदनों में यह रिपोर्ट पेश की। समिति ने यह भी कहा है कि इस संबंध में तीन महीने के भीतर क्या कदम उठाए गए, इसकी जानकारी समिति को दी जाए।
- समिति ने अपनी रिपोर्ट में बताया है कि इन रेल परियोजनाओं के लिए राज्य सरकार की हिस्सेदारी के तहत दी जाने वाली अधिकांश रकम दे दी गई है।

एेसे में इन्हें जल्द से जल्द पूरा करने के लिए केंद्र व राज्य सरकार को मिल कर प्रयास करने की जरूरत है।
- समिति की सिफारिश में कहा गया है कि इन अधूरी परियोजनाओं को पूरा करते वक्त प्रादेशिक संतुलन का ध्यान रखा जाए।
गौरतलब है कि नागपुर-नागभीड़ गेज चौहरीकरण परियोजना को वर्ष 2012-13 में मंजूरी मिली थी। इसकी मूल लागत 376.21 करोड़ थी।
- इसके लिए राज्य सरकार को 50 फीसदी रकम यानी 188.11 करोड़ रुपए देना है।
- समिति को पता चला कि इन परियोजनाओं के लिए 70 फीसदी भूमि अधिग्रहण का कार्य पूरा होने के बाद ही निर्माण कार्य शुरू हो सकता है और जबतक निर्माण कार्य शुरू नहीं होता, तब तक परियोजना के पूरा होने के लिए समय सीमा तय नहीं की जा सकती।
- भूमि अधिग्रहण के बगैर ठेकेदारों को ठेके भी नहीं दिए जा सकते। समिति ने इस संबंध तीन माह के भीतर उठाए गए कदमों की जानकारी मांगी है।
