The recent deadlock in Odisha’s Talcher mines, operated by Mahanadi Coalfields Ltd, (MCL) has cost East Coast Railway (ECoR) dear.
Production was nearly stopped at the coal mines after a dispute over recruitment of labourers by a contractor appointed by Coal India Ltd (which owns MCL) snowballed into widespread violence.
For about five days from October 28, there was no production, loading or dispatch of coal from the mines.
ECoR loads at 10 sidings at Talcher, totalling 36 rakes a day valued at Rs 8 crore approximately. Therefore, in five days, ECoR lost 180 rakes of traffic valued at around Rs 40 crore.
That is not all.
A much greater loss is being suffered at Spurs 3 and 4 under Global Coal Siding of MCL.
The loading at these spurs has remained suspended since October 17 due to a dispute over the appointment of a new transport contractor by MCL authorities.
traffic loss
The average daily loading in two spurs being around 10 rakes, ECoR has already lost traffic worth 470 rakes valued at around Rs 100 crore.
The entire imbroglio can be traced to the problems at Spurs 3 and 4, according to sources.
The loss to the economy in these five days has been much larger, as coal transportation by MGR (merry-go-round) systems for NTPC’s Kanhia plant and Nalco’s Angul plant too remained suspended.
Even the transportation by the conveyor system to the Talcher themal power plant could not take place.
Limping back
Work at the mines has been limping back to normalcy since Tuesday afternoon. But what has been particularly worrying for ECoR and others is that the stalemate at Spur 3 and 4, the epicentre of the trouble, continues.
The Talcher mines account for all of ECoR’s loading of domestic coal.
However, their share of ECoR’s total coal loading is around 50 per cent.
The balance 50 per cent is accounted for by the loading of imported coal at the ports of Paradip, Visakhapatnam, Gangavaram and Dhamra.

Talcher: Police today conducted preventive arrest of the the local MLA Braja Kishor Pradhan and 48 contractual workers for opposing the resumption of two railway sidings of Bhubaneaswari coal mine here.
Contractual workers who were working in these two sidings for several years were retrenched by the new contractors evoking the protests. The aggrieved workers led by MLA stopped the sidings since last two months. Coal transportation remained paralyzed during the period.
Today ,when the new contractors went to the spot with help of police force to resume the
loading of coal on rakes ,the workers and MLA opposed.
Sensing trouble, the police arrested MLA Pradhan and took him to the colliery police station while others were taken to the Deulbera institute by police.
Describing his arrest as arbitrary, Pradhan said he was fighting for the cause of poor labouers who were deprived of bread and butter by the new contractors. He condemned the police action.
Police sources said they had picked up Pradhan and his supporters to avert a clash between new workers and those who had been retrenched. The stalemate prevailed when workers demanded to continue the job there and the contractors refused to take them.
Meanwhile supporters of MLA Pradhan paralysed work in the entire Talcher coalfield area protesting against the arrest. Production and dispatch of coal was affected. Stray cases of violence was reported from nearby Bharatpur and Laingaj coal mine areas.

Talcher Coalfield has enhanced its capacity to load and evacuate 84 million tonnes (MT) of coal annually from the current year by making two more railway sidings operational here on Thursday. The facility will almost double its current capacity.
The sidings were inaugurated by MCL chief AN Sahay and Chief Operational Manager of East Coast Railway GD Brahma.
The total number of sidings at Talcher Coalfiled has now gone up to nine and henceforth, the coal rakes will not face cross movement in colliery areas. Earlier, the loading capacity at Talcher was 42
million tonnes.
Speaking to mediapersons here on Thursday, Brahma said with the addition of two sidings, not only 50 rakes can be loaded at the coalfield but also evacuated to Paradip port and other destinations.
Talcher Coalfield will undergo massive modernisation and double-lining to load more coal as per the needs of the nation, he added.
“We have also taken necessary steps to improve the capacity of Talcher-Paradip and other railway lines so as to evacuate maximum coal from Talcher. Auto signaling system is being installed on Talcher-Paradip track for the purpose,” said Brahma.
He further said since most of the coal go to Paradip for coastal shipment to the power houses in South and Western India, they intend to hike the rake dispatch capacity from Talcher to maximum 60 in coming years.
But the present capacity is enough for Mahanadi Coalfield Limited, added Brahma.
He, however, declined to comment on why Railway is not giving much importance to coal traffic and is neglecting the passenger services at Talcher station.
