BHUBANESWAR: The state government on Thursday sought a package of Rs 6,500 crore in the Union budget 2018-19 for growth of railway sector in Odisha.
In a letter to Union railways minister Piyush Goyal, chief minister Naveen Patnaik said the package includes detailed proposals for the ongoing projects, sanctioning of new lines, station modernization, introduction of new trains, extension of existing trains, improved passenger amenities at stations, on board services, establishment of rail based industries and multi modal logistics parks.

Goyal to sanction new railway lines which would traverse through unconnected and backward districts which are full of natural resources.
Berhampur-Phulbani-Sambalpur, Bargarh-Nuapada via Padampur, Bhadramchalam-Malkangiri, Talcher-Gopalpur, Gopalpur-Singapur Road new broad gauge line (via Padmapur, Ramanaguda, Bankili) and Lanjigarh-Talcher are the six new links the chief minister urged to sanction in the forthcoming budget.
"The new lines can bring prosperity along with connectivity to the needy areas. Apart from these, I have proposed to bear 50 per cent of construction and land cost for a line connecting Puri-Konark, the most important tourist section of the state and a popular international destination," Naveen noted adding the state government would extend all help to the railway ministry for expeditious implementation of railway projects in the state.
The chief minister also demanded four short links connecting industrial, mining areas and ports. These include Talcher- Angul (17 km), Paradip-Dhamra (80 km), Champua-Anandpur-Jajpur (138 km) and Barsuan-Banspal-Badbil (58 km).
Even as the railway ministry has decided to drop the proposed wagon manufacturing unit at Satalapali in Ganjam, Naveen urged to set up a coach manufacturing unit in that place for which the state government has already demarcated over 100 acres of land. Naveen also demanded a concrete sleeper plants at Kantabanji and Bandamunda and railway asset maintenance units in Koraput-Balangir-Kalahandi districts.
The chief minister also urged to initiate the East Coast dedicated freight corridor from Kharagpur to Viajaywada and East-West dedicated freight corridor from Jharsuguda to Bilaspur to ensure seamless movement of freight between the upcoming ports at Kirtania, Chudamani, Dhamra, Astarang and Gopalpur.
"Though both these freight corridors have been announced in the railway budget of 2016-17, no further action has been initiated," Naveen added.
Expressing concern over slow pace of implementation despite the state government has partnered with the railway minister, Naveen urged the railway minister to expedite some of the long pending projects including Khurda Road-Balangir, Talcher-Bimalagarh, Jeypore-Nabarangapur and Jeypore-Malkangiri.
Earlier, Odisha government has agreed to bear 50 per cent of the construction cost of Jeypore-Nabarangapur and 25 per cent of the construction and land cost of Jeypore-Malkangiri lines. It also announced to allocate all land in the Daspalla-Balangir stretch of Khurda-Balangir link free of cost and to share 50 per cent of construction cost.
A new train after noted freedom fighter Buxi Jagabadnhu, mass rapid transit system for Cuttack-Bhubaneswar, new train from Puri to Mumbai via Sambalpur, modernization of major stations and Titlagarh and new divisional headquarters at Rayagada, Jajpur-Keonjhar road and Rourkela are among other wish list.
Of the Rs 5100 crore sanctioned by the railway ministry for Odisha in 2017-18 annual budget, the railway authorities have so far spent around Rs 3100 crore

Ahead of Railway Budget, the Centre’s neglect of Sundargarh district in train services and railway infrastructure has been raised in several quarters.According to sources, despite being a major revenue generator for the South Eastern Railway (SER), the district is deprived of several key projects.
The Railways has been moving ahead with selective projects through Rourkela on the busy Howrah-Mumbai route ignoring key railway development proposals promising economic growth of the region.

revenue earned from Chakradharpur division and about 40 per cent of SER. Sundargarh district’s share is apparently the largest among the three districts.
The sources said after establishment of Rourkela Steel Plant (RSP), it was provisioned to create a railway division at Rourkela. In 1962, the then Chief Minister Biju Patnaik proposed to set up a wagon factory, where steel sheets and plates of RSP would be used. More than 4,000 acres at Bondamunda were given to SER for both the projects.
“Railways has crossed all limits in recent years. Bondamunda houses country’s second largest marshalling yard and the second electric loco shed is also coming up there. But the Centre has ignored other important projects like creation of a Railway Division at Rourkela and setting up the wagon factory. Train passengers are denied of better amenities. Also, the upgradation of the Railway Hospital at Bondamunda is pending,” Sundargarh district working president of BJD and former minister Sarada Prasad Nayak said.
Amid such allegations, the State continues to lack adequate train services.
Fate of Koraput-Rourkela Inter-City Express hangs in balance after being cancelled in July last year. Commuters have been demanding introduction of a new train between Rourkela and Paradip through the congestion-free Chakradharpur-Keonjhar-Jajpur route, besides second Rourkela-Bhubaneswar Inter-City Express and extension of the Puri-Barbil Express till Rourkela. The Centre had earlier rejected the demands for extension of Gorakhpur-Hatia Maurya Express and Ranchi-Delhi Garib Rath Express till Rourkela.
Meanwhile, Union Tribal Affairs Minister Jual Oram refuted the allegations and said the Railways had been apprised of the demand for new Railway Division at Rourkela. Besides, adequate thrust has been given to development of the railway in Sundargarh, he added.
“The laying of third track and implementation of the proposed Dedicated Freight Corridor through Rourkela will immensely benefit Sundargarh. In the last 42 months, about `682 crore has been allotted for Bimlagarh-Talcher railway line project,” the Minister said.

BHUBANESWAR: The East Coast Railway (ECoR) has set a target to close all unmanned level crossings (ULCs) in Khurda Road division by end of March this year. Now the division has only 10 such ULCs so far.
Khurda Road division of the ECoR has major stations and railway sections including Bhubaneswar, Puri, Cuttack, Khurda Road, Bhadrak and Berhampur. Presently, there are no ULCs near Bhubaneswar or Cuttack.

year. "The Railway Board has given target to close the ULCs by 2020. We will finish the work before the target. Safety at level crossings will definitely get the highest priority," said Brijmohan Agarwal, divisional railway manager (DRM), Khurda Road.
Out of the 10 ULCs, six of them will be closed by constructing limited height subways (LHBs) or railway underpasses. These places situated between Talcher and Angul, Kuhudi-Gangadharpur, Motori-Delang, Badabandha-Paradip, Naraj-Barang and Ganjam-Chatrapur.
The division has decided to close two ULCs in two lines, Delang-Bira Purusottampur and Khurda Road-Motori, by diverting the road leading to ULCs to nearby manned level crossings. The last two crossings between Tomka and Keonjhar section will be converted as manned level crossings, said an ECoR official.
According to the statistics, the division has closed 14 ULCs in 2013-14, 21 in 2014-15, 19 in 2015-16 and six in 2016-17. "We are moving ahead in mission mode to ensure that there are no ULCs in Khurda Road division after March," said the DRM.
Sources said as many as 43 people have been killed during last six years under ECoR due to accident happened at the ULCs. After several accidents occurred at the ULCs, Railways had planned to close all these level crossings by 2020.
Recently, the ECoR has deployed Gate Mitras or gate counselors at 144 vulnerable locations in its zone to prevent accidents and alert commuters about approaching trains at sensitive ULCs. These places include 10 in Khurda Road railway division, 68 in Sambalpur division and 66 in Waltair division. They will be available at the gate round-the-clock wearing approved dress code (Fluorescent Safety Jackets).

BHUBANESWAR: Train services to Talcher station will be temporarily diverted due to safety related modernisation work between Talcher station and south Bolanda from November 8 to 13. As a result of which some passenger trains which are presently running via Budhapank-Talcher-Angul will be diverted via Budhapank-Talcher Road-Angul avoiding Talcher station.
East Coast Railway (ECoR) sources said Hatia-Puri Tapaswini Express and its return train, Rourkela-Puri passenger, Puri-Angul passenger, Visakhapatnam-Amritsar Hirakud Express, Puri-Rourkela passenger, Durg-Puri Express and its return train scheduled to leave their originating stations between November 7 and 12 will be diverted via Budhapank-Talcher Road-Angul. Similarly, LTT-Puri Express, Angul-Puri passenger and Puri-Ahmedabad Express will also be diverted through the alternate route, said the ECoR sources.

the convenience of the passengers at Talcher station, the ECoR has arranged road transportation service for the bonafide passengers from Talcher station to Talcher Road station and vice versa. Apart from this, Help Desk will be opened at Talcher station and Talcher Road station for public information. "We have urged passengers to co-operate with Railways for the modernisation work for better convenience in future and also requested passengers to plan their journey accordingly," said a ECoR release.

The recent deadlock in Odisha’s Talcher mines, operated by Mahanadi Coalfields Ltd, (MCL) has cost East Coast Railway (ECoR) dear.
Production was nearly stopped at the coal mines after a dispute over recruitment of labourers by a contractor appointed by Coal India Ltd (which owns MCL) snowballed into widespread violence.

ECoR loads at 10 sidings at Talcher, totalling 36 rakes a day valued at Rs 8 crore approximately. Therefore, in five days, ECoR lost 180 rakes of traffic valued at around Rs 40 crore.
That is not all.
A much greater loss is being suffered at Spurs 3 and 4 under Global Coal Siding of MCL.
The loading at these spurs has remained suspended since October 17 due to a dispute over the appointment of a new transport contractor by MCL authorities.

The average daily loading in two spurs being around 10 rakes, ECoR has already lost traffic worth 470 rakes valued at around Rs 100 crore.
The entire imbroglio can be traced to the problems at Spurs 3 and 4, according to sources.
The loss to the economy in these five days has been much larger, as coal transportation by MGR (merry-go-round) systems for NTPC’s Kanhia plant and Nalco’s Angul plant too remained suspended.
Even the transportation by the conveyor system to the Talcher themal power plant could not take place.
Limping back
Work at the mines has been limping back to normalcy since Tuesday afternoon. But what has been particularly worrying for ECoR and others is that the stalemate at Spur 3 and 4, the epicentre of the trouble, continues.
The Talcher mines account for all of ECoR’s loading of domestic coal.
However, their share of ECoR’s total coal loading is around 50 per cent.
The balance 50 per cent is accounted for by the loading of imported coal at the ports of Paradip, Visakhapatnam, Gangavaram and Dhamra.
