GUWAHATI, Sept 4 - As part of the effort to provide better connectivity in the region and integrate the Railways with the development process of the government, the Railway Ministry has decided to fast-track projects in Assam and the Northeast, with work on double-tracking scheduled to start from next week, while sanction for a second rail bridge over the Brahmaputra river at Saraighat is also expected soon.
Addressing a press meet here today, Union Minister of State for Railways Rajen Gohain termed the doubling of railway tracks as removal of a critical bottleneck in Assam. “The rail line doubling will start from Hojai and the foundation stone will be laid on September 12 by the Chief Minister and me,” he said.

A final location survey (FLS) is also going on for the Bongaigaon-Agyathuri section via Rangia and once this is finished, doubling of tracks on this section will also start,” Gohain said.
The minister added that survey is going on for a second rail bridge at Saraighat over the Brahmaputra. “We expect the sanction to come this year itself and work will start from next year,” he said, adding that another rail bridge over the Brahmaputra at Silghat connecting Tezpur is also under consideration.
Gohain said that surveys have also been approved for new routes in the Salona-Khumtai, Sivasagar-Jorhat and Tezpur-Silghat sections.
The minister said that Rs 7,000 crore has been allocated this year to Northeast India for various railway projects. He also added that the tender process for electrification work from New Jalpaiguri to Guwahati has been carried out. A ‘Rail Neer’ water bottling plant will be set up at Jagiroad and land is being surveyed for exact location, he said.
Gohain said that plans are afoot for a high-end Northeast Safari Train to promote tourism in the region. “I am having the first interaction with Tourism Secretaries of the northeastern states on this matter on September 10 in Guwahati,” he said.
The minister said the Guwahati and Agyathuri railway stations will be upgraded on PPP mode to world class stations. “This is under process. Till the matter is finalised in the near future, the Guwahati station will be upgraded and an executive lounge with airport type facilities will be constructed very soon. Several other stations such as Lumding and Tinsukia will also be upgraded soon,” he said.
The minister added that several new trains have been approved and will start very soon. “These include two full Satabdi trains from Tinsukia to Guwahati and from Naharlagun to Guwahati. A fully AC 3-tier train will also start from Guwahati to Bengaluru via Kolkata,” he added.
The minister said the government has launched a new insurance scheme under which all confirmed and RAC rail passengers will get travel insurance of up to Rs 10 lakh on a premium of only 92 paise.
On freight movements that have been delayed due to siding and terminal bottlenecks, Gohain said “a new policy has been started where private parties can now have their own sidings and terminals for freight movements.”

TINSUKIA, July 8 - In protest against the Central Government’s move to auction 12 oil fields of the State, the Tinsukia district unit of the Asom Jatiyatabadi Yuba-Chatra Parishad blocked the railway line at the Chariali Railway Station here today.
Though the blockade was for two hours, it was withdrawn after the intervention of the district administration. The AJYCP unit alleged that the move to auction the oil fields was nothing but to deprive the people of the State from their rights over the State’s resources. Dibrugarh Staff Correspondent adds: Continuing with its agitation against the Government’s bid to auction oil fields among private companies, including foreign companies, several organisations staged separate demonstrations at Chowkidinghee in Dibrugarh to register their protest.
As part of the Statewide protest, demonstrations were staged by the local units of All Assam Students’ Union (AASU), Chutia Chatra Sanstha and Krishak Mukti Sangram Samiti. All the protesting organisations demanded that the State Government should withdraw its decision to auction oil fields.

GUWAHATI, June 5 - Maligaon-headquartered Northeast Frontier Railway (NFR) has reported a marked improvement in the punctuality performance of trains this financial year.
Officials said the punctuality performance has increased in all the five divisions of NFR and also in both Mail and Express trains as well as in the local Passenger trains.
In the period up to May 31 of this fiscal (2016-17), the total punctuality performance in the Lumding division of NFR, which includes Guwahati and nearby areas, has gone up to 93 per cent as compared to 73.37 per cent

Punctuality of Mail and Express trains has reached 91.68 per cent from 72.46 per cent during this period, while that of Passenger trains has risen to 95.18 per cent as compared to 74.85 per cent in the Lumding division.
Similarly, in the Tinsukia division the overall punctuality stood at 98.28 per cent up to May 31 this year as against 85.76 per cent in the corresponding period of last fiscal.
Mail/Express trains’ punctuality improved to 97.52 per cent from 82.43 per cent and that of Passenger trains has gone up to 99.40 per cent from 90.49 per cent.
In the Rangiya division, the overall punctuality as on May 31 of this fiscal was 91.26 percent as compared to 78.30 per cent in the same period of the last financial year.
Punctuality of Mail and Express trains in Rangiya division has gone up to 89.11 per cent from 77.77 per cent and that of Passengers to 94.31 per cent from 79.18 per cent during the period under review.
In the Katihar division also the total punctuality performance up to May 31 this year touched 95.98 per cent as against 70.74 in the same period of 2015-16, while in the Alipurduar division it went up to 87.27 per cent compared to 66.57 per cent during the period.
The NFR zone has also taken up a major project in the field of bio-toilets. “Altogether 1,711 bio-toilets have been fitted in 543 coaches so far. This year we are targeting to fit bio-toilets in another 1,000 coaches. All coaches in trains of the zone are to be fitted with bio-toilets by 2019-20,” said an NFR official.
He added that plans are also afoot to commission a 700 KWP solar power plant in the Guwahati Railway Station during the ongoing 2016-17 fiscal.

TINSUKIA, June 1 - Along with the rest of the country, the Tinsukia Railway Division observed the ‘Rail Humsafar Saptaah’ from May 26 to June 1 and undertook intensive activities specific to the theme of each day of the week.
Accordingly, day-wise Swachchta Diwas, Satkaar Diwas, Sewa Diwas, Satarkta Diwas, Saamanjasya Diwas and Sanyojan Diwas were observed during the week. Speaking on the occasion, Prashant Mishra, Divisional Railway Manager, Northeast Frontier Railway, Tinsukia revealed that the Tinsukia division had been awarded the overall efficientcy shield given by the NF Railway, for the last two consecutive year. The division also increased its efficiency, he said, adding that it has achieved 99.17 per cent punctuality in 2015-16, while its performance efficiency index touched 87

The railway official further added that there was reduction in total signal failures – from 688 failures in 2013 to 524 failures in 2015-2016. The division also saved Rs 12.3 crore from internal checks., he said and added that several steps were taken to enhance the rail division’s capacity in the last two years with five station buildings at Naharkatiya, Safrai, Titabar, Borhat and Namrup being renovated.
Similarly, the Dibrugarh yard was extended by 30 metres to enhance the capacity of the depot to repair coaches. The division also changed 16 unmanned level crossing gates to manned level crossings, while two unmanned level crossings were closed, he informed. In addition to these, to improve the safety of pedestrians and vehicular traffic at unmanned level crossing, the division has deployed ‘Gate Mitras’ at six unmanned crossing gates, he said.
The division also saw the creation of simultaneous reception facilities at 11 stations – Duliajan, Namrup, Bhojo, Lakwa, Nakachari, Kamarbandha Ali, Namtiali, Safrai, Selenghat, Chariali and Titabar. The division has taken several major initiatives in the last two years to improve passenger amenitites at different locations for the convenience of railway users including the introduction of SMS-based ‘Clean my coach’ system for trains originating from Tinsukia division, the railway official said, adding that Jorhat has been developed as an ‘adash station’.

TINSUKIA, Feb 16 - Lumding Railway Division sealed their place in the final of the NF Railway Inter Division Cricket Tournament with a four-wicket victory over hosts Tinsukia in the first semifinal played at the Katchujan Field here today.
Being asked to bat, Tinsukia were all out for 170 in 39.5 overs. For Tinsukia Samarjit Nath and BM Rao were the leading scorers with 48 and 30 runs respectively while Mrigen and Utpal took three wickets each for Lumding.
