Rajgir and Biharsharif should be developed with better rail facilities and good connectivity. Rajgir is the most visited place in Bihar...so it deserves more facilities and trains. Nalanda can't be developed that much as it is like a kasbah..so Bihar Sharif can be developed as it is the main city and by road only 6 - 7 km away.

Chhapra Jn is in Varanasi Division, NER.
And...it is true that Danapur division, ECR only focuses on Mainline and heavily neglects its branch lines. We can see the difference in no. of trains and passenger facilities by comparing Patna, Bhojpur, Buxar, Jamui and Lakhisarai..the districts on the mainline of DNR division...the districts of Nalanda, Jehanabad, Nawada, Sheikhpura, which are on branch lines.. totally neglected.

Nalanda is located on NH 120, exactly midway between Rajgir and Bihar Sharif, the district headquarters. You can easily take the buses plying between Rajgir and Bihar Sharif... early morning to night. You can also take train for Nalanda station from Rajgir, Patna or Bakhtiyarpur Jn. Taxis are also available for Nalanda. But buses are most economical and are also convenience as large no of buses and excellent road network in area. so, if going from Rajgir to Nalanda, take a bus..a short journey of 20 minutes.
If you are going from Patna. Take a train to Nalanda. If by bus..you can easily get a govt or private bus for Bihar Sharif and then a bus for Nalanda, which hardly takes 10-12
...

minutes.
