It uses a blend I guess. IR typically uses 5%, 10% or 20% (need confirmation for this) biodiesel blended with normal diesel in it's locomotives. We still do not have sufficient supply to run locomotives with 100% Biodiesel.
Most probably the fuel is blended with biodiesel. Diesel engines in India are not optimised to run with 100% biodiesel.
RDSO has successfully tested ALCO and EMD locos with various blends of Biodiesel including 100% Biodiesel.
The main problem is that we do not have any supply. Jatropa plantations on IR lands have had poor yields and we weren't very successful in sourcing the biodiesel from external sources. So, for now, operations are being done with blends with 5% or 10% Biodiesel.

This is the first locomotive of East Central Railway (ECR) blended with Bio-diesel, comprising of 5% Bio-Diesel. Another locomotive of same loco shed having road number #16655 is blended with 25% Bio-Diesel.
Sir, but there's a huge difference between testing and proper optimisation. Although I agree that biodiesel supply is inadequate in India, but still the engine efficiency while using 100% biodiesel must be lower than using regular diesel as a fuel.
