12370 was stopped at JAJ for more than 30 mins for 12360 as 12360 reached JAJ before time.

Many a times have seen this nonsense. once 12360 was stopped for 12370. Controllers are whimsical. They do as they feel like.
Yupp I agree on the poor controlling part in PNBE-JAJ. I misunderstood it a bit.
But anyways, JAJ is the zonal handover point and not JSME. So irrespective of the gap between these two trains, ER controllers perhaps wanted to take in the on-time Garib Rath first. That's why Kumbha was unnecessarily detained.
The ideal controlling would've been to maintain the order until the destination since both are permitted for 130 kmph and have similar halt patterns.
