1) RLWL will never move to GNWL.
2) Confirmed berth against RS and RL are carved out of GN and sometimes PQ post which the sectorial WL, i.e. RSWL and RLWL commences. So do not get mixed up here.
3) The PNR Links put up by you here are mere example of #berthmultiplexing. Now please do not ask me to explain the phrase. You yourself know what this is all about but you do lack the knowledge of how it actually works leading to your confusion.
