what about those people travelling with families and having a lot of luggage and want to deboard at a small station with just a 1-min halt? They usually start keeping the luggage near the doors before arrival to avoid last minute chaos.
For me it is a concept of looting the passengers in the name of safety ...
yes, they can't think of anything other than looting.. They know that the passengers having general tickets will come to coach in rush season like holi so they are implementing fine that they can take fine for travelling in sleeper as well as standing on door which will mean 1000 Rs. per passenger.. nice way of looting
May be....the fine would be levied on those who stand at the door for a "CONSIDERABLE PERIOD" of time as we see in "Long Distance trains".I don't know how effective it would be as most of the passengers who travel with a "WAITLISTED TICKET" don't get a berth and they end up traveling close to the "Doors" and "Washrooms".
