i would like 2 book tickets for 2909 garib rath for delhi on 17th may' 2011 when would the booking start.

Booking is opened for 90 days in advance and hence for the 91st day. Please try to calculate. You will find that it would open on 16th Feb.
if you are booking for 17th may, you only can book on 16th Feb.
Rule says 'you can book 90 days advance, excluding the day of journey'
for your case 17th may you want to travel, you count backward as under
16 days of may
