The present position as to upgradation from lower class to the upper class is that the passengers in Waiting List are given accomodation in the upper class. I had recently had an inquiry and I received the following reply.
"The Railways plans to upgrade reserved passengers to the higher classes (if there are vacant berth) through a computerised random selection process undertaken."
"With regard to your mail, we would like to inform you that it is not possible to convert the class from 3AC to 1AC through the net on your request or...

it is not necessasary to upgrade in one class above. I have seen many times of upgradation of passengers of 3ac to 1ac. we also discuss this matter last month in the blog forum.
