Anyone can cancel a tatkal ticket (though its non-refundable). And beside general quota, there are some high official quota seats left which are released, that's how ckwl comes down..
HO seats are very rarely released before charting ...and that too this journey is for tomorrow evening ...
Sorry,replying late.........bohot cancel hota CKWL kai to kamse kam 5-6 in highly demanding trains......
