Really surprise Tripe upgradation with partial WL. 1st time seeing.
I have two questions here..
1. Wouldn't the second passenger be WL#1 at chart preparation? Assuming every one till WL30 booking status i.e Passenger 1 got confirmed, how come passenger 2 is still WL#7?
2. If the 2nd passenger also boards the train with passenger 1, would he/she have to pay the fare difference from SL to 1A or would they be allowed to share the berth and travel on SL fare itself?

Sir, as posted here after chart preparation, might be possibility of that it was pqwl 7, 8. After charting one is upgraded(which is a random process) and second one ends with wl7.
You can't board the train with waitlist tkts as per rule. Here one psngr is upgraded so he/she can travel in 1A but second one can't as per my opinion because his/her tkt is in waitlist, so its totally depends on TTE to allow him/her in SL class. I think for 1A he/she should pay extra too.
