it wont, because BRC is just 130 kms and Mumbai is 260 kms far from surat.
Perhaps creation of Surat Division will reduce the pressure on Mumbai Central division of WR. Include the sections Dahanu Rd to Bharuch and Udhna to Jalgaon section.
No....Then what will remain with Vadodara Division if Sayan-Bharuch is given to Surat Division?
Same For Mumbai Division, What will it have?
Only 124 Kms of Rail Line?
Minumum of 250 Kms Rail network is needed for Forming a Division.

And that 124 km rail line is now covered by Mumbai Locals only.
