You can approach the "Current Reservation" counter at the station, which is especially for booking of tickets after chart is prepared. You can book the ticket through them. I am not sure what the rates will be.
The rate will be Tatkal Rajdhani fare for that distance + catering charges. No dynamic charges will be levied.
I dont think 'Current Reservation' facility will be available for premium trains since booking is allowed only through IRCTC and not through Counters for premium trains.
