"Though Some seats are still vacant TTE informed the RAC passengers that he cannot allot them full seats as "RAC ka matlab reservation against cancellation " as cancellation is not permitted in this train I cannot do anything"."

What stupidity is this? If a passenger would not have turned up, the TTE would still say he can't allot their seats to RAC because they did not 'cancel'? This is ridiculous to say the least.
