You can block him too. Problem solved. Regarding disagree it is his/her wish and they don't have to give you a reason.
What behavior??.......Its normal he is disagree.. If you think that for same post by other member he marks agree then you can blame but if he is not satisfied by those entries then he can mark disagree.
Pl. elaborate what you mean by "phishing attacks" and "hack the profile and other login details". Such an incident has NEVER come to our notice. All members login under their OWN identity with their OWN passwords.

As for duplicate "fake" ids, members are allowed to have multiple IDs on this forum, to reflect different personalities/blogging profiles. It is understood that members like to highlight their own posts, and some "promotion" is allowed. However, too much of this tends to irritate our other members.
