According to me, there is no such rule and I think IR should take certain measures to avoid exploitation of passengers.

The receipt would have been prepared for ticket less travel only - if at all receipt has been given. Punishment for entering platform without a valid platform ticket is only deportation from the platform and Railway cannot levy any fine. But always the TCs make the receipt as fine for ticket less travel from the recently arrived train. In the present case since the passenger has proof that he has arrived by the Duranto, he can make a complaint and get back the money. He may write to the Commercial Manager of the Division or Zone concerned.
