and no chance of removal of HCPV coz it is giving lot of income to railway .. yesterday HCPV was fully loaded as well...

When even reserved coaches fails to fill how you expect that the labor class knows about Spls ?
Remember train to/fro Bihar/UP gives maximum passenger income no matter any facility exists or not.
And no one cares for them.

Maybe General ticket counter boring clerk can do word of mouth publicity for such train to popularize them
