It is a communication cable. All premier trains like Rajdhani, Shatabdi, Duronto use a telephone system instead of walkie talkie for loco pilot and guard communication. There is a slot on the loco and the EOG for this purpose. The telephone cable is tied up alongside the loco which is what the loco pilot was probably doing.
