Recently Railways announced that WL E-Ticket Holders would not be treated as ticketless if they board the train.
So If somebody have to cancel WL ticket, whether he have to file TDR or ticket gets automatically cancelled on non-travel?

AFAIK there is no such announcement from railways. All waitlisted passengers will be treated as ticketless travellers if they board reserved coaches.
Waitlisted E tickets will get cancelled automatically and will be refunded to their account which is used for booking.
