Because Patna Rajdhani & Sampoorna Kranti are the two most lovable and important trains of ECR DNR Div and DNR Div is the boss in ECR,so they saved these two trains from being looted in the name of Premium Tatkal...just like ER spared there important trains Rajdhanis,Poorva etc..

I am a regular traveller in SK and i will never want Premium tatkal in this train..Not in the mood to spend a single extra penny in the account of so called poor Indian Railways..
