Possible in such cases HO quota has been utilized for single person and not for PNR...
Recently.. i have utilized the same to one of my relative... who were travelling 2 person but only one ticket was confirmed thru HQ quota and another person ticket was W/L 136 at the time of journey...

sir this seems that ur journey is only 159km
so when u went for reservation there might be only 1 berth available in that quota means general for TNA to PUNE and then the gnwl might be going at that time of booking wl27 for end to end travel in same train so u got that waiting
