What stops the railways from improving the services ? I am listing some constraints in my view, please feel free to add to the list / debate about these.
Money is major
Lack of space to increase platform is second major constraint.
Unnecessary objection by forest ministry , architecture protection ministry , wildlife protection is third major.

1) For increasing the number of trains, constraint is the number of locos. I reach this conclusion by observing the fact that there are many idle rakes, idle platforms, idle tracks; but very few idle locos (except near ghat sections, where climbing up needs more locos than while climbing down). Therefore, the next budget should improve the number of locos, and try to optimize the number of trains (passenger / goods).
If width of the platforms is a constraint, we could move all offices and retail stalls to first / second floor, and provide exits only through that floor (most american stations are designed that way. Is the modernization plan of 40 world class stations involve this ?
For the richest organization in the country, how can money be a constraint ? Perhaps proper channeling of money is an issue. What percent of Rail Budget goes towards salaries ? Can something be done to reduce it ?
