What is the rule for cancellation of WL e-ticket and WL counter ticket?

If e ticket remains FULLY WL after charting.. it gets cancelled automatically and money gets credited to same account which was used for booking.
This happens only when all passengers are WL after charting. If one or more passengers are CNF or RAC, the ticket will remain open.
