i dont know about other zone dude.....or i dont want to coment on every zone needs CRS...bcz that is too technical and financial i am poor in it.
If u say SCR is neglecting or biased....expose SCR.... fight and come out of SCR,what is wrong if another office is put up a SBC....bcz 7 years only 140kms is unfair both the zones are responsible for the delay.
And note that KA state has less electrified route kms.....office in own state and owz zone will be more effective.
