I think they need to take out some privileges from Zones/Divisions like introducing new trains. Let an independent body analyze the passenger demands and real traffic data to introduce new trains. Let the zone/divisions focus on maintenance of the tracks, stations and trains which is coming to their area. And of course Zones should be able to get special trains (which will run temporarily) from a pool of available rakes .
