how to GNWL 211-213, from NZM to OGL are confirmed under HO and GNWL 149-154, NZM to MAS are not?

The PNR from NZM-OGL got cleared due to applying of HO quota which shall be done before charting...Later all the left out berth unused under several hidden quotas are used to clear GNWL and PNR from NZM-MAS was able to be cleared till RAC only which is done while charting. Unless applied for HO you will not be considered for HO quota allotment.
