Notification 83/2015 mentioning the change of CC was published by NER on 03/06/2015.
Now NR publishes its press release on 05/06/2015 mentioning the old (incorrect) CC and denoting the train as a Jan Sadharan.

I think its small typo.. NR has just incorrectly used jansadharan word here.. ofcourse fully unreserved tatkal train dont exist ..
