Because doing so will require a loco reversal at ALJN besides adding 30-40 kms, something which is though to achieve without a complete yard remodeling of ALJN.
ALJN-LKO via CH-SPN is 398 kms while via CNB is 382 kms just a difference of 16 kms......
ALJN-GD-GKP via CH-SPN-SCC is 635 Kms while via CNB 658 Kms ?? even less.....Thats why I think they are planning.
And loco reversal at Aligarh will require less time as to detach E Loco from front and attach WDP 4/ 4D at the back.

LC at ALJN will require more pfs, loops and blockage of mainline.
That I agree with, this is why there are plans to construct a down loop at ALJN by extending pf no. 1 all the way......once this is done the above mentioned option is the most viable solution to the congestion problem of NCR/NR.
