I want to know is railway give priority to tatkal passanger while upgrading ????? look at this PNR it was SL tatkal tkt . /pnr/post/1509089

May be AC Coaches would have been empty with no one taking AC ticket.Algorithm might have picked only tatkal tickets.But there is no hard and fast rule as such.....
