The Indian Naval Academy is located at this place, Payyanur that is. The academy's annual courses begin on the 29th of June and hence this special. It is run at the special request of the Indian Navy.
Then one SPL should also cater eastern naval command following src-maq route

You are mistaken. This spl is not to serve the western naval command.It is to only serve the academy seasonally.This academy is as popular as the IMA, Dehradun or the NDA at Pune. Since the latter two are served well, Payyanur is a small station on the MAQ- SRR route where not many premier trains stop and hence the one way spl.
About 3000 people reported to the academy in the last 2 days I am told for the courses beginning tomorrow.
