That is the Rail Mounted Vehicle or RMV of Konkan Railway. Can also be found in SWR. KR uses these vans instead of railway trolleys for track maintenance.
No. This one is used for loading/unloading of rail segments from beside the lines and placing it onto the flatbed wagon that's always attached to it..
Achaa they both looked similar from the front so I thought...but yes both are different machines with different function :)
