But this train dosent deserve to be called a SF should be degareded to M/E category. End to end average is below 55 whereas this could have very well done 60kph average considering its route and number of halts.

I agree with you in principle but it won't ever happen. IR is too short of funds to do anything that will reduce earnings.
Otherwise better to reduce its slack, increase average speed end to end.
