There is no uniform charging. Some pantry staff say that they dont have Rs 2/Rs 3 to give back to customers since invariably all customers would give Rs 10 note.
As far as meals charging is concerned, i have seen in some trains AC passengers being charged slightly more than sleeper class and the meals charge can vary from Rs 60 to Rs 120 in different trains. It is a major racket spread across all zones
